At the beginning of the French Revolution, and for some time after, every exertion appeared to be made in France, to destroy their West-India settlements. No American is unacquainted with the proscription and flight of their inhabitants—the insurrections of the negroes and the destruction of the towns and plantations. The ruling powers declared that they had rather see these islands destroyed, than that the least infraction of a moral principle should be made. Now they are destroyed, their value is continually spoken of, and their advantage to the manufac-tural and agricultural interests of France, the theme of daily debate. In consequence a fleet of seven ships of the line, five frigates, two brigs, and 30 transports, in November last sailed from Brest, for the West-Indies, but were intercepted by Lord Howe's fleet, and has been obliged to take shelter in L'Orient.
