A letter received on Thursday at Hull from a respectable merchant at Elsinore dated August 10, says: "I have just time to inform you by a vessel sailing for Leith, that orders were this morning issued by the admiral of the English fleet, that no English ships were to proceed into the Baltic till further orders." There can be no doubt of the truth of this statement. No cause is assigned for the order in question; but it appears to have been issued under an impression at least, if not with an actual conviction, of the hostile intentions of Russia.
