SAN DIEGO, Calif., Feb. 8.— (UP)—A program has been started at the naval base here to revitalize the air force and speed up the training of pilots, it was revealed today.
An order has been posted in the hangars suspending the Saturday morning liberty for airplane maintenance crews; a noticeable increase in the number of planes in the air over the North Island station has been observed for several days, and the giant aircraft carriers, Lexington and Saratoga, have remained at anchor in the Coronado Roads since returning from fleet maneuvers at sea last week, instead of proceeding to their usual base off Long Beach.
Naval authorities reserved comment on these developments but officers on the staff of Vice Admiral Ernest J. King, commander of the aircraft battle force, admitted that the navy's three carriers would engage in "refreshed operations for some time," for the 250 planes in their complements.
The U.S.S. Ranger, regularly stationed here, is the third carrier involved.
Informally, navy men said the operations were designed to bring the air force to a maximum of peace time efficiency in the shortest possible time.
Naval craft have just returned from a week of stringent games off the coast, in which fighting, scouting, observation and bombing planes had a large part. The Spanish loyalists have Franco.

games were marred by the collision of two bombing planes which sank in the ocean with the loss of 11 lives. Two other bombers have been lost in mishaps in the past six months—the entire loss amounting to 19 highly trained men and four planes worth $250,000 each.
The new order posted at North Island hangars was expected to become effective the coming week-end. It was understood also that the customary Wednesday "let-down" would be abolished.
The new program was expected to continue at least until after the fleet sails March 14 for six weeks of intensive drill at sea, while working out fleet problem 19.
Flight personnel was not affected by the loss of Saturday leaves, it was indicated. But all mechanics, painters and other bluejackets charged with keeping the planes in condition, were given a longer work week.
