PORTSMOUTH, August 5.

By Capt. Salter, just arrived from the West Indies, we are informed that on the 2d of July last, an exceedingly large Water-Spout was observed to the windward of Dominica, where, in a very short time after it was discovered, it arrived, and broke directly over that island; evacuating vast quantities of water in such torrents upon the town of Dominica, as raised the water four or five feet deep in the streets, carrying off several light buildings, and entirely clearing them of every thing buoyant to the above depth of water. The inhabitants were thrown into the greatest consternation for their safety, but we are not informed whether the consequences were personally fatal: For this, with other additional circumstances of this dreadful phenomenon, we must request our readers to wait till such times as we shall have received further accounts.
