Joint House And Senate Committee Session May Snip Budget Three Billion

DEMOCRATS OPPOSED TO REPUBLICANS BUDGET AND LABOR ON LEGISLATION

WASHINGTON. Jan. 28-A joint house and senate committee will begin its first consideration-late today of the budget as proposed to congress by President Truman.

It was predicted that, when the committee comes to an agreement, the amount will fall at least three billion under President Truman's more than $37,000,000,000 recommendation.

A great deal of conjecturing was done today as to whether or not the President would approve so deep a cut in the budget Democrats have already shown disposition to oppose the Republicans not only on a drastic cut in the budget but also on several proposed labor measures

Bills, proposed by Republican Senators Taft, Ball and Smith, if approved, would cause lapses in many labor established relations with management, Secretary of Labor Schwellenbach testified before a senate committee.

He pointed out that labor and management, in many instances, have agreed on collective bargaining and also the closed shop The Ball bill is more drastic than any of the others in the treatment of labor, Schwellenbach stated.

Under some provisions of the Ball measure, he added, labor would think twice before it attempted to strike, because of replacement of strikers and their loss of seniority if they did not return to work in two days after a strike had been settled by arbitration.

He recommended that the senate appoint a labor study committee or sub-committee to consider proposed labor bills
