ALLIED COMMISSIONERS KEEP MOVEMENTS SECRET—CUBA TO JOIN COUNCIL
Washington, April 17. Where Great Britain's high commissioners are or when they will arrive is a mystery to the state department today. It was stated officially this afternoon that the department had absolutely no word as to their whereabouts, but that it was keeping close touch on the prospective visitors. Indications were that the department hoped for definite information before night.
Entente commissioners who will talk American-Allied co-operation with government heads here include:
For England: Foreign Sec'y Arthur J. Balfour, Lord Cunliffe, Admiral De Chair and Gen. Bridges.
For France: Minister of Justice Viviani, Field Marshal Joffre, Marquis de Chambrun and Vice Admiral Cochetrat.
The republic of Cuba will send a commission to Washington to confer with English, French and American commissioners here.
