Extract of a letter dated Cape-Francois, April 22, 1798, received by a gentleman in the city, from his friend.

" With some degree of confidence we can assure you, that the aspect of things here at this time, is much more favourable than heretofore ;--the arrival in this port (two weeks since) of three frigates, 46 days from Brest, brought out Gen. Hedouville, who is come in quality of chief agent' of the Directory for this Colony-promises a speedy and permanent restoration of order and punctuality in their future engagements for any purchases made of neutrals, who it is said, are to be treated in a manner that. will have for its object their encouragement and protection."

The person to whom the above letter is written, has such 'confidence in his friend, the writer, as not to doubt his belief of an alteration in the conduct of the. French in St. Domingo with respect to neutrals ; but. let us beware of trusting ourselves within their Fangs-they are surely of the Cat kind.
