HOT SPRINGS, Ark., Jan. 3.—The circuit court of Memphis, Tenn., has refused to honor a requisition from Governor Fishback, of this state, which has been duly signed by the governor of Tennessee, for an ex-negro preacher named W. O. Kalth who is wanted here for arson and perjury. The negro employed counsel and set up plea that he had been acquitted of the charge in the courts here, and that the officers of this county sought to bring him back here for the purpose of having him mobbed. The prisoner was released by the judge on a writ of habeas corpus. The authorities here will make another effort to secure him.
