"A frigate of 32 guns, with seven sail of transports, laden with military and various other stores, have just arrived here from Lisbon, and have brought in with them a detachment of 150 soldiers, and some engineers for the purpose of strengthening the few fortifications that are here, and erecting some new ones. In the frigate there came over passenger Don Alvarez de Paçodos, who has been nominated by the court of Portugal to superintend the commerce with the United States of America, which has lately increased in a most abundant manner, and is likely to produce the greatest advantages to both, as the great inducement for the ministry of Portugal to form any treaties with the American colonies, was on account of their contiguity to this and other settlements belonging to the court of Lisbon."
