Washington, Nov. 19.—The civil service commission to-day laid before the president, with, it is understood, a recommendation that the offenders be prosecuted, its report on the violation of the civil service law by the Old Dominion Republican League of Virginia, in soliciting contributions for political purposes among government clerks. Among the officers of the league whose names are printed in the circular were J. J. Visser, an employee of the government printing office, W. C. Elam, chief of division of the general land office, and Mr. Goodwin. This is the first recommendation for a prosecution of this character made by the commission. The annual report for the fiscal year was also handed the president.
