Makes Reply in Mandamus

WASHINGTON, June 22. - Postmaster General Farley contended the United States District Court and the Post Office Department have legal authority to stop deliveries of mailed food stuffs to the strike besieged steel plants in Ohio.

This is Farley's reply to the petition for a mandamus action brought against him by the Republic Steel. The latter sought to compel the Post Office Department to permit deliveries of food and clothing to the plants at Niles and Warren, Ohio.

Farley charged the corporation offered such packages for delivery primarily to involve the Government in the present industrial controversy.
