The "new orders" as they are called, which have been received by the British Naval Commanders at Halifax, to search vessels under convoy, affect all neutral nations; and are founded on the most established and acknowledged principles of the Laws of Nations. Those principles have recently undergone a thorough investigation, in Europe, in consequence of the capture of a Swedish convoy; which, though under the protection of a Royal Frigate, was nevertheless condemned: and one of the assigned causes of condemnation was, that the Swedish frigate prepared to resist a search after contraband goods. The King of Sweden has acquiesced in the decision. A neutral nation, to enjoy its rights, should be careful that its citizens do not infringe the rights of neutrality. If individuals will run risks without controul, they ought to bear the consequent loss without grumbling, and not involve a nation in war, to gratify their inordinate avarice.
