In the tier of counties lying on the west line of Texas, or rather the line westward of the settled portions of the State, live a singularly hardy and adventurous people. They are men who have heard the whoop of the bloody scalpers, who have been so long winked at, by the local authorities of Texas, and who have so long been fed by the bounties of the General Government. Now, to-day it is a question between these scalpers, and settlers, of life and all that is desirable or tolerable. We have been unsparing in our denunciations of the parsimony policy of the General Government, in its dealings with this question. We have complained that General Grant has sat serenely in the chair of state, at Washington, all careless and unfeeling, while the poor defenseless settlers, upon our extreme Western border, have been butchered with impunity. And indeed it was hard, but now we have a Democratic Legislature, elected upon pledges to afford "adequate protection" to these people, and the empty treasury is flung in the faces of the men whose wives and daughters are serving out a captivity with the savages, compared with which, death in its most revolting forms would be preferable. and whose helpless little innocents have been butchered before their eyes and this same Democratic Legislature, can stop and count dollars and cents in a bill of costs, upon a move which is to correct such a state of things at this. Is it good Democracy? Is it even passable honesty? No, no, "a thousand times no!" Where are the pledges of the Legislators, where the regard for either? It certainly makes a great difference as to whether man is in or out. We trust that Executive Prerogative, will be stretched as far as possible in the direction of our suffering borderers.
