A letter from Washington, says: "The answer of the Executive to the call of Congress for information in relation to the intentions of the Holy Alliance as to the South American States, will be, in substance, that the public safety will not permit them to give all the information they have. I have no doubt they have positive and important information, and that what you lately said about a pledge of the British Government to resist the Allies is true.
