One is that a matter so vitally connected with the very life of the people ought to be left for the people themselves to decide. It is a question Congress has no right to take over from the people. There is no emergency demanding it. Another reason is that it would fasten militarism upon the United States, and that would be the destruction of democracy. It would really mean the overthrow of the American Republic. It would be a surrender to the German idea of militarism which we have just fought to destroy.
