LONDON, January 26.

It is now pretty clearly ascertained, that the

rumor of an immediate war with Spain, arose

from mistake if not from wilful misrepresentation

—The letter of Mr. Frere, on which the whole

supposition was founded, appears to have been

written during the negociation between Spain

and France, and of course before the former pow-

er had the means of offering us even that imper-

fect neutrality, with which it is perhaps our in-

terest to be contented. The date of Mr. Frere's

note had the same relation to the neutrality of

Portugal which was not assented to by France

till the Bargain for that of Spain was concluded.

Real readings—Every hour for the last six

months, England has been amused with accounts

of "the French being quite ready." It may

now be asked, for what? a gentleman who

lately left France gives this doubt, telling us the

French are in the state they mention: the mer-

chants are all ready to break. The peasants are

all ready to starve. The sailors are all ready to

leave their ships. The army is nearly ready to

mutiny: and the desperate Chief Consul, after

all his threats, is ready to find an excuse for stay-

ing

at home.

From Bilboa, Dec. 27.

On the 21st. inst. Mr. Hopkinson, received a

letter from Mr. B. Frere, brother and secretary to

the minister of Great Britain, at Madrid, of which

the following is a copy:
