“There is at present an expedition fitting out at Cadiz and this place to consist of 1700 troops to recapture Mexico. Vessels have been chartered here to transport the troops. We are momently looking for the arrival of 10,000 men. I have no doubt but an embargo will be laid in a few days to prevent the sailing of any vessels. The Intendant has issued a decree exacting the foreign duties on all produce introduced from Old Spain in foreign bottoms, notwithstanding that they may be possessed of royal permission. This order will be severely felt by the American merchants engaged in this trade, but it will be a great advantage to those who have been in the habit of shipping flour from the United States to this market.”
