LATEST FOREIGN ADVICES.

By the ship William Penn, arrived at Philadelphia from London—three days later than before received.

The Mirror states to have received from a most respectable quarter, the following particulars relative to the subject of peace—

PARIS, August 23.

The Imperial envoy demanded of the directory a categorical answer, and declared, by order of his majesty, that he would find himself obliged to re-commence hostilities, if Mantua was not restored to the house of Austria. This declaration being deliberated upon, Barras declared, that he would have Mantua, that he should never cede Mantua. The question was put, and the majority declared that orders should be given to recommence hostilities: but Carnot delivered an impressive speech, in which he dwelt with great emphasis on the incalculable evils and disastrous consequences which could not but result from this determination. He declared, that the protest of his colleague, as well as his own, should be inserted in the minutes, and that he would immediately proceed to the legislative body, inform it of what had passed, and make at length known to the nation those members of the directory who wished for peace. This firm and intrepid conduct intimidated Barras and Reubell; the resolution was repealed, and the treaty of peace was signed.

August 24. We are assured that the peace has been signed by the emperor. It is added in support of this important intelligence, that the courier who brought the account arrived two days ago, and that the directory immediately assembled: that three of the directory refused to ratify the treaty: that the courier was on the point of setting off with the order recommending hostilities, when the two other directors desired their protest to be inserted in the register of the deliberations. This demand terrified the three others, who caused the departure of the courier to be suspended. It is not known what resolutions have been since adopted.
