"There are several noted paper jobbers in this quarter, who, for the sake of preserving the quiet enjoyment of their darling pelt, acquired through the beneficent effects of the funding system, care not how much this country degrades herself in the eyes of mankind. They are sworn enemies to all free discussion, and you may therefore be sure that your paper comes in for no small share of their malignant abuse.
It is grating to a true American, to see this description of people sheltering themselves behind the popularity of the President. They never were His friends, till an idea of interest apparently made them such; and if the substance of interest should fail, they will be the first to declare themselves his enemies. Peace! Peace! is all their cry; when, in reality, 'there is no peace.'
The British will not allow us to be neutral at sea; the benefits of the carrying trade of this country are too important an object for them, to suffer us to enjoy it in quiet. In alliance with the Spaniards, neither do they wish us to see peace on our frontiers. An opinion is fast gaining ground, that a bargain has been made between the Spaniards and British, to prevent the United States forever from extending their territory beyond the Ohio and the Mississippi. For this purpose the confederate Indians have been advised, at and before the late treaty, to insist upon the Ohio as the boundary, and even as far eastward as the Alleghany. I lately received a letter from a friend in London, of character and information; who assures me that nothing is more dreaded through Europe, than the complete and final establishment of republican government in America, or, at present, an offensive alliance with France. The despots apprehend, that it will eventually destroy the royal, (alias, tyrannical) domination intended to be perpetuated through Europe, in its utmost severity, provided the exertions of France fail; and therefore no effort will be wanting on their part, so to temper (if in their power) the administration of this country, as to answer their vile, their nefarious purposes."

The letter criticizes paper jobbers in Albany for opposing free discussion to protect interests gained from the funding system and sheltering behind the President's popularity for personal gain. It argues against calls for peace, claiming British refusal of US sea neutrality due to carrying trade benefits, and a British-Spanish alliance preventing frontier peace and US territorial expansion beyond the Ohio and Mississippi, with Indians advised to demand the Ohio boundary. A London friend reports European dread of American republican government and French alliance, fearing it would destroy monarchical domination.
