Extract of a letter from Amelia, dated October 23.

"Were I to attempt to detail the particulars of all the quarrels we have had in this infant republic, since my arrival here, it would require more time than the duties of my situation will admit.—Let it suffice, that we (the whites) have twice faced the black troops, and the French, who joined them; although they out-numbered us, yet we claim the victory. One of our party was shot through the arm at the commencement of the fray. Gen. Aury arrived, pushed into the fort, and prevented the blacks from firing on the town. This gained him considerable popularity, although he had previously been much disliked After considerable discussion, it was agreed to mount a double guard—12 whites and 12 blacks—the key of the fort to be given to the white officer. In this state affairs continued until the Tuesday following, when the citizens assembled to elect a governor and council, (the former being self-assumed )About one o'clock, a musket was discharged. and immediately after a horn was sounded. This, it appears, was a signal on the part of the French and blacks, to renew the disturbances of Sunday.

"We were on the alert—again faced them—and had not the authorities interfered, this would have been a bloody day, we having received reinforcements from the shipping. Although we did not come to open action with them, we have lost our worthy governor (Hubbard) by the dispute. He exerted himself so much, and his mind being greatly agitated, a fever was produced, which terminated his earthly existence on the Sunday following. I regret his loss much," &c

"We expect about 1800 men here in the course of 10 days, from two different points. Immediately on their arrival we go against Augustine "
