Little Rhode Island is a model State for rapid legislation. Her two Houses adjourned last week after a session of only four days, in which numerous offices were filled, and several acts passed,—among them one calling a Convention to revise the State Constitution; one providing that the property of married women, citizens of the State, and married to aliens, shall descend to their children; charters granted to seven banks, and one savings bank, and to various manufacturing and other corporations; a city charter was granted to Newport; Gov. Phillip Allen was elected a U. S. Senator for six years from the 4th of March last, and a large amount of minor business was done. It would have taken Connecticut four weeks and Massachusetts eight to do all that.
