LONDON. August 10.

Congress sticks upon its national faith, by which America is bound to France, whom she cannot abandon without dishonor. Honor bids us be as mindful of our national faith, and not shamefully desert those brave Americans whose loyalty made them renounce everything for us. Gratitude, justice, honor, national faith, all bind us to the loyalists; nor can we, without a violation of all those sacred ties, acknowledge the independence of America, without stipulating conditions for those gallant men, who have so faithfully adhered to, and so bravely fought for us.
