This is going to be a winter of rigid economy at Washington. Each party has made up its mind to beat the other party on this point and get whatever advantage there may be in it for use in the coming Presidential fight. All jobs and schemes to get at the public treasury may as well be folded up and laid away until next year's fight is over, and then the party which wins—and no matter which—will feel more like giving away what doesn't belong to it. There is always an overwhelming show of reform preceding a Presidential election. —Phila. Times.
