It is said the King of England has in contemplation to give up Gibraltar to Spain, for Porto Rico, which he intends as a settlement for his American adherents, commonly called the Tories. It is added, that Galloway is to be Governor and one Arnold Lieut. Governor; the other officers of Government are not yet named. The tories in England are said to be in raptures with this new scheme, and propose calling the island by the name of TORIANA.
