No one has thought of asking the ironical
question of the magistrate Holden times.
Oh! Swing, where is the woman in reading
over the long list of Paraguayan butcheries.
Some interesting details have, however,
come to light respecting false chignons in the
affairs of Paraguay.

Lopez II went to Paris during the lifetime
of his father, from whom he inherited the
dictatorship.
In 1857. he returned to his native country.
where he remained, having taken with him
as the sole result of his French education two
things, viz., the French uniform for his In-
dian army, and a mistress, which latter piece
of furniture he had picked up among the
dubious portion of Parisian society.

This woman, so well known in South
America under the name of Mme. Eliza Alicia
Lynch, is of Irish extraction. and as some say
was born in Somersetshire, England, whilst
others claim that she first saw the light of
day in la belle France. She was married to
a Surgeon-Major in the French army, who is
still living. and ought to be proud; but she
has discarded his name.

Magnificently beautiful, she produced on
the banks of the Rio de la Plata, the effect of
a supernatural vision, and she it is. who had
made of this dictator of a republic, a match
for Theodorus, a strange mixture of hero
executioner and madman.

This modern Pompadour has a sharp eye
for business; she carried on a smart trade in
forced loans, on her own account -in which,
however, she sometimes got bitten. - One of
her victims was a doctor on the staff of Lopez,
from whom, one day, she borrowed the snug
little sum of $20,000 ; but as the son of Escu-
lapius was innocent of coin. she was satisfied
with his draft, payable in Europe, which he
was per force constrained to sign, as the fe-
male broker threatened to have him shot
within twenty-four hours if he refused.

Mme. Lynch had a friend in Paris of the
fruiterer persuasion , who takes charge of her
little economies and keeps them for the rainy
season in Paraguay. A little investment in
foreign bonds is as convenient to Presidents
as to Emperors, in these revolutionary times.
Doubtless the doctor, with his Scotch cau-
tion, reflected on the fate of the unfortunate
Frenchmen who died in prison for saying that
the favorite's chignon was false, a crime of
lese beauty. which Mme. Lynch punished in
accordance with the law which bears her
name

Some time after this delicate little monetary
transaction, Mr. Stewart, which is the name
of our friend the doctor. had the good luck to
be taken prisoner by the Brazilians, and was
thus enabled to reach England, where one of
his first steps was to summon before the civil
jury of Edinburgh. M. Antoine Gelot, of Paris,
who was the holder of the draft signed by
him in favor of Mme. Lynch.

Fortunately for Mr. Stewart, he was able
to produce witnesses, amongst them were Mr.
Masterman, another British surgeon; M.
Cochelot, ex Consul of France in Paraguay.
and sundry other persons who had the mis-
fortune to be too closely connected with Mme.
Lynch and her pet tiger.

The jury gave a verdict in favor of Mr.
Stewart, and, consequently. as the $20,000
draft cannot be collected outside the lines of
the army of President Lopez. it is very prob-
able that the lady, if she wishes to continue
in the female brokery business, will have to
transfer her sphere of operations to some
other commercial center.
