The Mexican Minister Elzaydi, who has been for some time expected from that country, is not now expected before June. Some changes had taken place in the internal concerns of the revolutionary government, which appeared to diminish the idea of a permanent submission to the three guarantors.
There are three parties in Mexico, as there has been in all the other of the States of South America—a party inclined to the European connexion—a party which unites the desire to be independent of Spain with that of substituting a despotism of their own. The third party is for independence and representative government upon the principles of the Colombian and United States' republics—the first is composed of a few persons, but very powerful—the second is more numerous, more active, and is at present the party which holds the attachment of the military force—the third is the most numerous, having some few of the opulent, and all the liberal people, and the great mass of the population—this latter party gains ground gradually, and many of the second party have come over to the third; the first appears to retain its limited numbers undiminished, but without retaining its influence, and the third and popular party which pursues a very moderate and steady course, appears likely to obtain, as in other parts of Spanish America, the ultimate ascendancy.
General Wilkinson's visit to Mexico is to claim debts long due to him, from men who are now of great wealth, and with whom he had many years ago mercantile transactions which he could not obtain returns for after repeated application for many years. He is also acting as agent for several persons who have claims on the revolutionary government. Aurora.
