Placing of Dynamite In U. S. Consulate Called a Joke.

Havana, Nov. 26.-The tube reported to have contained dynamite which was found by a man subsequently arrested by the private watchman of the American consulate building, near the door of the consulate, is classed in official circles as being nothing more than a joke. The man arrested is believed to be the individual who placed the tube where it was found. But in order to guard against any possibilities, the Spanish officials are taking precautions to guard the United States consulate and protect the United States consul general, Fitzhugh Lee.
