The bill introduced by Mr. Whittemore, in the State Senate, defining the duties of county commissioners, appears to be a good one. Its principal provisions are that the county commissioners shall not draw upon the treasurer for more than three-fourths of the tax levy in each county in any one year; nor shall any order be drawn upon him, unless he has the funds in the treasury to pay the same; the purchasing, directly or indirectly, of any order drawn upon the county treasurer for less than its face-value is made a misdemeanor and punishable by forfeiture of office. Such a bill would certainly have prevented most of the jobbery of which complaint is made in this county, and would have kept the commissioners within reasonable bounds.

We earnestly hope that the General Assembly will promptly pass Mr. Corbin's bill appropriating $21,000 to supply the deficiency in the school appropriation for Charleston County.
