No Protection Afforded Them if They Conspire Against the Government.
Madrid, March 4.—In the Chamber of Deputies to-day Senor Osma questioned the government regarding the report that Americans had been arrested in Cuba, and in the course of his remarks quoted from an interview published a few days ago with Senor Manuel de Cespedes Y. Quesada, son of Gen. Cespedes, the revolutionary leader who was killed in the last insurrection in Cuba.
Senor Groizard, minister of foreign affairs, replied that advices received by the government showed that three Americans had been arrested at Havana, and that the American consul general there had sent an application regarding them to the authorities. Senor Groizard further said that the government supported the attitude of Capt. Gen. Calleja.
It is considered that the Spanish-American protocol of 1887 afforded no protection to Americans who conspired against the government of Cuba. Foreigners were subject to the same laws as the Cubans, except that they could only be tried by the ordinary tribunals and not by court-martial.
