Proceedings in Congress.

In the Senate on the 28th Mr. Logan, from the Committee on Elections, reported adversely to the claim of Abbott to a seat from North Carolina. Mr. Carpenter, for himself and Mr. Rice, made a minority report in favor of Abbott......Mr. Sumner spoke in support of his sale of arms resolution, but the Senate adjourned without action.

In the House on the 28th Mr. Hale presented a resolution of the Maine Legislature, praying for relief for the fishery interests of that State from the effects of the Treaty of Washington, which was referred.....The Senate amendments to the House bill for the admission free of duty of photographs intended for exhibition at the Cleveland International Photographic Exhibition were concurred in. The amendments include paintings and statuary imported for exhibition at any port within six months .....The Senate bills for the relief of certain counties in Iowa, and to reimburse United soldiers for clothing lost in the Chicago fire, were passed......Debate was had upon the Senate bill to extend the time to the State of Wisconsin to complete the road from Lake St. Croix to Lake Superior......Adjourned.

In the Senate, on the 29th, the bill exempting from internal revenue tax canned fish, preserves, jellies, etc., was passed......Mr. Trumbull, from the Judiciary Committee, reported adversely to the bill to permit criminals to testify in their own defense. The bill was placed on the calendar......Mr. Sawyer, from the Committee on Education, reported adversely to the memorial for the establishment of an educational test suffrage......Mr. Sumner's resolution to investigate the sale of arms to France was passed by a vote of 52 to 5......Adjourned.

The time of the House, on the 29th, was taken up by the discussion of the bill giving an extension of time to the State of Wisconsin for the completion of the railroad from Lake St. Croix to Lake Superior. A motion to lay on the table was rejected by a vote of 91 to 90. The bill was finally referred to the Committee on Public Lands.....Adjourned.

In the Senate, March 1st, the credentials of Mr. Sargent, Senator-elect from California, were presented......The bill providing for reporting and printing the debates of Congress was passed. It renews the old contract with the Globe until the end of the present Congress, and provides for a less expensive index......The Senate went into executive session, and soon after adjourned.

In the House on the 1st the Senate amendment to the bill removing the stamp duty on canned fruits, etc., was concurred in. The bill goes to the President......A bill was passed for a more effective system of quarantine in Southern and Gulf ports, authorizing the detail of army surgeons to confer with local authorities on the subject......Mr. Banks offered a resolution authorizing the Speaker to extend an invitation to the Japanese Embassy to visit the House of Representatives at such time as should be convenient to the Embassy, and consistent with public business. Agreed to......Adjourned.

In the Senate on the 2d Mr. Ferry, of Michigan, presented a number of memorials from lumbermen in the Northwest, setting forth their reasons why the Chicago Relief bill ought not to pass. Mr. Logan read a letter in favor of its passage......The bill to release to the State of Indiana the lands known as the bed of Bear Lake in Newton county, Indiana, was passed......After some discussion on New York Custom House affairs the Senate adjourned.

The session of the House on the 2d was for general debate only, and but few members were present. The proceedings were of no general interest.

In the Senate on the 4th the House bill to appoint a medical purveyor in the army was passed......Bills passed: To create an additional land district in Nevada; creating an additional land district in Minnesota; authorizing the Secretary of the Treasury to purchase a site for United States public buildings in Cincinnati.....After some time spent in considering the Appropriation bill, the Senate went into executive session, which continued until 4 o'clock, and then adjourned.

In the House on the same day Mr. Negley, from the Committee on Commerce, reported a bill to amend the steamboat law, which was ordered printed and recommitted......On motion of Mr. Kendall, the Senate bill to continue in force the grant to the State of Nevada for college purposes was taken from the Speaker's table and passed......Mr. Duell presented a petition from the business men of Chicago against the reduction of duties on foreign salt......The House went into Committee of the Whole on the Deficiency Appropriation bill. Mr. Stevenson in the chair. After a discussion on various matters embodied in the bill, and without concluding its consideration, the committee rose and the House adjourned.
