John Randolph.--It seems that this eccentric character, addressed a letter to his constituents, written on board the Nestor, after he had embarked for Europe. The letter is fraught with the characteristic asperity of the author Among other things, Mr. R. says--"It was at my instance, and not without considerable resistance on the part of a majority of the Committee, that the Secretary had the opportunity given, to file his answer to the accusation of Mr. Edwards."—Mr. R's. letter was dated May 17. and published in the Richmond Inquirer of May 25. The morning after it reached Congress, Mr. Webster rose and emphatically announced to the house, that the statement of" John Randolph. of Roanoke" in relation to the committee of investigation was utterly unfounded and untrue : and that the motion to give the Secretary an opportunity to reply to his accuser was made by Mr. Taylor, and unanimously adopted, no member of it even suggesting an opposition to it. The statement of Mr. Webster was confirmed by Mr. Livingston, Mr. McArthur and Mr. Floyd. Mr. Livingston added, that he could hardly persuade himself to believe the letter to be genuine so utterly unfounded was its statement? This incident confirms an impression which we have for some time had, that Mr. R. labours under an unfortunate mental affection, which disqualifies him for public business.
