The new School Bill passed by the Legislature was not signed by the presiding officers of the two Houses through some oversight, and hence it is not a law. The old law remains in force.

It is stated that the President of the Senate and Speaker of the House will ask the Supreme Court for a decision as to the legality of their signatures being affixed to a bill after the adjournment of the Legislature. The Raleigh Observer thinks the Bill is a law without the signatures of the presiding officers.
