TOKYO, Oct. 30.—General MacArthur's headquarters today re-opened the controversial Japanese repatriation topic by announcing the Russian, British and Chinese governments had been offered sufficient shipping to clear their areas of Japanese by Dec. 31.
MacArthur said all Japanese in American-controlled areas and the Philippines would be repatriated by then.
He was reported concerned over failure of the British to complete plans to evacuate Japanese from southeast Asia by Dec. 31. Statistics show that repatriation from British and Chinese-controlled areas slowed.
Most of the 1,721,000 Japanese yet to be repatriated are in Russian zones. The Russians had offered to return 25,000 a month, a rate unsatisfactory to MacArthur. Americans at the peak brought back 300,000 a month. Approximately 5,000,000 have been returned from all areas.
