PORTS MOUTH, September 29.
We have the pleasure to hear from Philadelphia, that the Hon. ROBERT MORRIS, Esq; (the ingenious Financier-General of America) has succeeded in his plan of establishing an American Bank: that the subscriptions are all filled, and the Congress has been supplied with every necessary for the army at an immense difference of price from what has been given heretofore; and to this Gentleman we are indebted in a great measure for the political salvation of this country; as our insidious internal enemies by their villainous practices of corruption, bribery, and depreciating of our paper money, had so bewildered the minds of Congress, that the people had almost deprived them of every hope of success: But thanks to Providence, who in the hour of difficulty, hath raised us up friends, who have advanced their fortunes, and risked their all for the public service: and by the timely aid of a foreign loan, which is arrived, and the opportune assistance of the army and fleets of our illustrious Ally, Great Britain is near upon taking an everlasting leave of America: for their accursed and cowardly conflagrations of towns, their horrid murders of aged men, of helpless women and infants, and their barbarous treatment of prisoners, hath raised such indignation in the breasts of the natural disinterested Americans, as to make them wish that the name of an Englishman may be as detested in America as that of a Tarquin was formerly at Rome.
