C.B. Smith, made a speech in Congress on the 6th,—as soon as we receive a copy, we will publish it.
The correspondent of the Baltimore Patriot, says: The discussion in the House to-day on the bill to add ten regiments to the regular army, was piquant and interesting.
Mr. Caleb B. Smith made a very able and forcible, as well as an eloquent speech, in review of the conduct of the Administration, both in getting the country into and in carrying on the war against Mexico. He contrasted the condition of our country as it is now, in its finances and with this war on its hands, with what it was previous to the 4th of March—that fated 4th of March which witnessed the inauguration of James Knox Polk, as President of the United States, and then he saddled Mr. Polk with the entire blame of this mournful state of things! Upon the matter of Mr. Polk's "contemptible petty intrigues" (as he styled it) with Santa Anna, by which he rendered a vast amount of "aid and comfort" to our enemies, he made the fur fly delightfully! He deprecated the passage of the bill, and maintained that to pass it would not be doing justice to the brave volunteers, upon whom he passed a justly merited compliment.
