CONGRESS.

The 20 per cent Spirit Tax has passed the Senate and House. The Bank Bill is before the Senate. It is proposed to reduce the capital to 25 millions. A Bill is before the Senate for the appointment of 3 Admirals. There was but one nay on passing the spirit tax in the Senate. The House has passed Giles' Army Bill with some amendments; and has passed the Volunteer Bill. - Each minor, after enlistment, is to have four days to reconsider his decision. A person who procures a recruit to serve during the war, is thereby exempted from all military service during the same period. New loan acts have been reported to Congress.
