Uncle Sam Must Settle the Question of Woman's Rights—England Already Won.

New York, Oct. 21.—Mrs. Julia Pankhurst, president of the National Woman's Social and Political Union of England, who began a lecture tour of this country today in the interest of woman's suffrage, declared that the United States is the storm center of the suffragettes, and that she believes the women will win here first.
She said the British statesmen will surrender and give women the right to vote in England.
When asked what was the most effective argument she had, Mrs. Pankhurst said:
"Do not meet any arguments: meet only prejudice."
She asserted that she had believed in freedom, and the rights of women since she was a girl in short frocks. Mrs. Pankhurst claims that the cry for equal suffrage has encircled the globe, and with each succeeding day is growing greater.
"I want to tour the West," said Mrs. Pankhurst, "because I have been told that the further west you go, the more energetic, original and independent you find the women."
She will deliver her first speech in Boston today.
