PERSONNEL CHANGE AT CAPITOL OCCURS

Approval of Recently Awarded Highway Contracts Is Expected by M'Gurren

P. H. McGurren, state highway commissioner, Wednesday expected under road projects held-up in Washington would be approved now that the state has complied with certain government requirements.

After a conference with K. H. Bishop, chief of the division of construction and A. E. Palen, district engineer, both of U. S. bureau of public roads, McGurren said arrangements were made for increasing the revolving fund to pay contractors monthly as needed.

"The construction department was strengthened by the advancement of M. P. Wynkoop from road engineer to construction engineer, the general plan remaining as heretofore," McGurren asserted.

Wynkoop succeeds Walter Brophy, formerly in charge of the state-wide highway planning survey, who had recently replaced H. H. Hurning as assistant chief engineer in charge of construction.

Brophy becomes safety engineer to speed up the co-operation of all divisions in safety work for which McGurren declared there is more need than at any previous time.

Wynkoop, field and road engineer in the state office, has been employed by the highway department since 1919 except for about 18 months in 1933-1934. He formerly was division engineer at Valley City.

McGurren also said Roy Frazier had been transferred from superintendent of equipment to general foreman under Maintenance Engineer P. E. Gurvin. The equipment setup was discontinued and will be handled under the maintenance division, the commissioner said.
