PARTY TO THE REGICIDE.—The Rhine-Westphalia Gazette, of Berlin, prints a letter from a person in Belgrade 'who is in confidential relations with the leaders of the recent conspiracy,' explaining why King Peter is completely in their hands and does not dare to do the slightest governmental act without their approval. The writer affirms that the new king was cognizant of the conspiracy long before the regicide was perpetrated, and gave the conspirators a written pledge not to punish them if he himself was elected king.
