NEW-HAVEN, May 30.

The French packet le Courrier de l'Europe, Capt. de Sionville, arrived at New-York on Thursday evening last, from l'Orient, after a passage of 20 days. In the Packet came passenger, Col. Humphreys late Aid de Camp to his Excellency Gen. Washington, and Secretary to Mr. Jefferson, the American Ambassador at the Court of Versailles. Col. Humphreys passed through this city on Saturday last, on his way to Hartford: By him we learn that the several States except Connecticut are charged with violating the treaty of peace, and that the consequence will be a refusal of the British to deliver up the line of forts on our frontiers.
