The annexed letter explains itself. It was written and sent, we learn, under the approval of the Colonel of the Ninth Regiment, and points directly to an evil which we have mentioned before. If we cannot be credited with the men which go from our midst into the regiments of other States, then let us have a stop put to foreign volunteer recruiting here as soon as possible. For the regular service it is different. That of course cannot be confined to States or localities.
DUBUQUE, Sept 20.
Dear Sir.--I wish to call your attention to a matter that I deem of some consequence at the present time, and which I believe the Governor has Constitutional power to interfere with.
A full company of men has been raised at Fort Dodge, and passed through here to join a Pennsylvania regiment at Philadelphia.
Capt. Schaeffer has raised and partly equipped one company and nearly another at this point under commission from General Fremont for service in Missouri.
A company of 64 sappers and miners has also been raised here for the same service.
Besides all our Northern river towns have or have had recruiting offices for Wisconsin and Illinois regiments.
If our men are thus permitted to leave in organized bodies for the service of other States, it will be no wonder if we have to resort to drafting.
