A MASS MEETING OF CITIZENS TO CONSIDER THE MATTER.
The Energies of Those Interested to Be Applied to the Proposition of Improving the Inside Harbor at San Pedro by Dredging.
Mayor Hazard and Secretary Charles D. Willard, of the chamber of commerce, were in consultation yesterday as to the best method for arranging a mass meeting on the harbor question. It has long ago become apparent that the proposition for an outer harbor to be formed by a great retaining sea-wall would not be countenanced by the national government, and there is little probability that so enormous an undertaking will materialize for some years to come. In view of this fact a number of public-spirited citizens have argued that it would be better to agitate the question of improving the inner harbor at San Pedro, with some chance of having something done, than to struggle entirely in vain with the more ambitious problem of the sea-wall. It seems to them now that for a comparatively small sum San Pedro harbor, by dredging, can be made sufficient for all the shipping which the next generation may require. The present war scare also would cut a figure in the argument over a demand for the improvement, for until now the federal government has not done anything to provide for a safe harbor on the Southern California coast.
It is intended to call a general meeting of citizens, under the auspices of the chamber of commerce, to take action on this matter and decide what this city desires to have done toward a harbor, the necessity of which becomes more and more apparent every day.
