The London Society for the Prevention of Cruelty to Children has, after several years of careful study of the needs of street children, prepared a bill for their relief. It makes it a penal offense to send a child into the streets to beg, directly or indirectly. That is no child must sing or play or sweep crossings to attract charity, under 14 years of age. The principle is that every child shall have an "endurable life." The old common law principle that a father owns his child is about worn out. The state has stepped in to interfere and act as a supreme protector. The little victims, when they are done for, after a brief career of suffering to support their parents, are to be found "suffering and dying on floors of attics and cellars or in hospitals." The tale of beggar children is too terrible to be told. It is murder of the worst sort. It is high time law stepped in everywhere to prevent the pauperizing of children and to protect "even the children of tramps."
