Claiming Pay on Rebel Bonds.

Very many letters are received by the United States Treasury from citizens in the South, enclosing Confederate money and asking that it be redeemed. The basis of their impudence is their claim that the surrender of Lee and Johnston was a treaty with the Confederacy, and that two years after the 21st of April, 1865, the date of the Appomattox surrender, these notes and bonds, issued for the support of treason, are virtually marketable, as they read, "This note is redeemable two years-and some six months-after the ratification of a treaty of peace between the Confederate States and the United States." The latest application of this kind is as follows:

GREENSBORO, Ga., Oct. 22.

Hon. F. E. Spinner, United States Treasurer-Dear Sir: Enclosed please find one $500 note, which is payable two years after the ratification of peace between the Confederate States and the United States. I wish you to remit me $500 in greenbacks and take up the Confederate $500 note, as it has been rendered useless in this country by the action of the present United States government; and as this comes under that clause of the constitution which says no private property shall be taken without just compensation, I wish you to take the bill aforesaid and remit me $500 in greenbacks, just compensation aforesaid. The United States interfered and broke up the existence of this fiscal institution, and required all its checks to be handed in, and in conformity to that understanding I have remitted you the $500 note, believing that you, as agent of the United States government, will award the just compensation by return mail. I might expect it in specie. If so redeemed, please forward by express.
