U. S. Controller-General J. R. McCarl has ruled that the government's action in setting up an emergency housing corporation was unconstitutional, and as a result the corporation's activities have been brought to a complete standstill. This decision means that the construction of the $3,600,000 housing project, between Cedar and Central Aves. and E. 22d and E. 30th Sts., planned for Cleveland by the Emergency Housing Corporation (Cleveland Homes, Inc.) will be held up for an indefinite time and maybe for good.
