"General Sir Guy Carleton has just solicited the Congress to settle a cartel for the exchange of prisoners, I believe with a view to open a more important treaty: he is subtle and reserved, and I am confident a better officer than any General the enemy have yet sent to command in America. I am satisfied Congress and the Commander in Chief should, with the utmost circumspection, watch his every action. He has thrown open the doors of New York, and all manner of persons may go in and out as uninterruptedly as you go from Cambridge to Boston. A Mr. Blake, a Carolinian of eminence, followed Sir Guy Carleton's famous letter from New York; he confirms the resolution of the Ministry for peace, and adds, that a Congress, consisting of all the Ministers of the belligerent powers, was to meet in June at Brussels, where, it was believed, a general peace would be forthwith concluded."
