The National Intelligencer, remarking upon the conduct of some men, calling themselves Federal Republicans, asks, "Was this an occasion to light the torch of discord? Was this a time to propagate slanders, which they who utter them, cannot believe? Where is the proof that the present administration have consented to pay money to avoid foreign insolence, or to prevent the violation of national rights? Where is the proof that the administration patiently permits foreign armed ships to station themselves off our harbors, and there to stop, search, and capture our vessels, and to impress, wound and murder our citizens? Where, we demand, are the proofs of these charges? We deny their existence. The whole nation knows them to be false." It then proceeds to expose the party purposes already baffled, which these charges were to answer in the city of New-York. And then declares that these atrocious libels were unworthy of any men, especially those whose names were published on the occasion. But such is the prostitution of honor in the political contest, that we are prepared for the most licentious invectives. Long accustomed to ordinary slanders, nothing which is not awful is alarming. Guilt is so common an impeachment, that should not guilt arise to its greatest aggravations it would be unheeded. Despair is dreadful. They will bring the charge once brought against Milton's devils, that the Republicans prepare to storm Heaven.

When a party has been enabled, by the assistance of truth and the conduct of its adversaries, to bear down all opposition, and to seat itself on the high places of power; when it has attained a situation from which it can observe its enemies humbled to the dust, and raging with chagrin, it discontinues its exertions, and reflecting that it is in possession of undisputed pre-eminence, rests unguarded in fancied security, without considering that greater exertions are necessary to preserve, than were used to obtain that pre-eminence.

When a party, which once ruled with almost unresisted sway, is compelled to leave its exalted station and submit to be controlled by another, it is always restive and refractory—is always goaded by a perpetual longing to regain the station it left—always views with the malignity of the prince of darkness the party by which it was superseded, and seizes every opportunity to effect its destruction.

That these maxims are true is proved by the present state of the parties in this country. The republicans, conscious of their superiority, in almost every state in the union, and apprehensive that they have nothing to fear are negligent and inattentive. The federalists, compelled to submit to those whom they once affected to despise, and maddened by mortification, are ever watchful, and ever ready to seize the first opportunity to effect the overthrow of the republicans, and seat themselves in their places. Should a division happen among republicans—should any of their measures be followed by disastrous consequences, as many measures, though planned with wisdom, and prosecuted with ability frequently are, the federalists would immediately be found "lifting at the wheel of opposition," and threatening the country with the horrors of a second reign of terror.....Pol.
