State Board of Agriculture Orders General Cleaning Up of Violators of Dog Quarantine in County.
KENOSHA DOGS UNDER FIRE
Protesting that the order providing for the quarantine on dogs was not being properly enforced in many districts of Kenosha county, the Wisconsin State Board of Agriculture today sent a new order to the sheriff of the county and the police department of the city directing them to proceed at once to prosecute owners of dogs who have failed to comply with the order of the state board to muzzle the dogs and keep them muzzled. The police department early this morning appealed the district attorney for definite orders in regard to prosecution of these people while Sheriff Herrmann sent an order to his deputies in all parts of the county telling them that people who are harboring unmuzzled dogs must be arrested and brought into court to answer under the statute. The state law provides a fine of from twenty dollars to two hundred dollars for violations of the orders of the State Board of Agriculture.
Many dogs have been slaughtered, both in the city and the county, but many of the dog owners have muzzled the dogs for a few days and then taken off the muzzles. Few owners of the dogs have followed the order in regard to having the dogs tied up.
Out in the county it is declared that a majority of the dogs have not come under the order in any way. They have run along the roads unmuzzled and have been free to attack the sheep on farmer's farms. It is declared that some sheep have been killed by the unmuzzled dogs.
The order of the state board is to be effective for an indefinite period, but it is held that the dogs should be muzzled, especially during the months of July and August. In many parts of the district covered by the quarantine the officials have killed every unmuzzled dog.
Many people have protested against the slaughter of the dogs, holding that it was not humane, but the police declare that people who have made the loudest protests against the enforcement of the law have done the least to see that the dogs are muzzled.
The police officers today had orders to carry out the orders of the State Board of Agriculture and to either shoot the unmuzzled dog or to bring the owner into court to answer charges for violating the law.
