It is alleged by the Redfield Dispatch, republican, that Governor Church is not fulfilling his prescribed official destiny by building up a democratic party in Dakota, but that he is creating a personal party, non-partisan, so far as political predilections go. It is a mugwumpish combination, not containing the bone and sinew of republicanism and democracy, but rather the lobby meat and adipose tissue of the spoils gleaners of both. So far as the gubernatorial policy has been given shape the Dispatch is fully justified in its conclusions. Governor Church has not developed into a political leader, nor into a leader of any other sort. The covetous elements rally around his title and pay court to his person with obsequious concern lest something within his gift may get away. This he mistakes for a recognition of that quality of leadership not among the ingredients of his composition. He is a good natured man, an affable, well meaning man, a person of excellent heart promptings, but unqualifiedly weak in executive and ownments. He will not build up a political party in Dakota. He will gather about him a coterie, but there will be no political individuality in it. The "bally boys' will answer to the roll call, but the noblest romans of democracy, the stern, hard faced children of political adversity, will all be sulking in their tents while the laugh goes round among the jolly dogs at court. It will be a pigsty party--a non-partisan, fair weather delight, which will insist only upon a mathematical division of the loot of the camp.
