HARTFORD, September 7.

We hear that the Committee of the States which were left by Congress, are dispersed, so that the government of the United States is entirely suspended. If this be true it is an event both dangerous and disgraceful to America, and fully proves that more energy and vigor in our public councils, is necessary to maintain those forms which are essential to our existence as a nation.

Since the above event happened dispatches have arrived from Europe, but no communications can be made, as the sovereign power of these States has withdrawn.
